Unclaimed Funds
Pursuant to Wis. Stats. 59.66, the purpose of this state statute is to return money to its rightful owner.
County and municipal unclaimed funds consist of uncashed checks that are older than 1 year, originally issued for an array of potential reasons, and the money is still due to the rightful owner. When these funds are reported as unclaimed, municipal treasurers and county agencies track and report this to the County Treasurer for public notice posting in the newspaper and online.
The rightful owner has 10 years to claim these funds from the Richland County Treasurer or 90 days to claim these funds from the corresponding entities.

CLAIMS
Where do I make the claim?
- Listed on the Cumulative list - follow the instructions below.
- Listed on the 90-day claim list - Contact the corresponding departments or municipalities for their processing procedures.
Instructions for Claims directed to County Treasurer
- Complete the Unclaimed Funds Request Form. Forms as also available at the Richland County Treasurer's Office, 181 W Seminary St., Richland Center, WI 53581. (Monday – Friday, 8:30AM – 4:00PM). Claim form must be notarized.
- Must appear in person at the Richland County Treasurer's Office with original documents.
- Provide photo identification:
- Such as state driver’s license, US passport, state or tribal ID card, etc.
- If warrant is over $1,000.00, two forms of photo identification are required.
- Proof of Address
- The claiming person or company must provide evidence that links the payee to the address shown on the warrant. Such evidence MUST contain the same name and address as printed on the warrant. Please note that neither a Substitute Property Tax Bill nor an Adjusted Property Tax Bill can be accepted as proof of address.
- Additional Documents
- Organization: If the warrant is payable to an organization, rather than an individual, evidence to substantiate the signor's position within the organization must be provided. Examples of such evidence include the following: a business card displaying the officer's title, a partnership agreement, articles of organization, etc.
- Power of Attorney:
- If the payee utilizes a third-party agent (such as an asset recovery company) to file a claim, a notarized Power of Attorney MUST be submitted to the County and signed by the same person who signed the Affidavit(s).
- Estate/ Trusts: If payee is deceased, held in an estate or trust, legal paperwork such as certified copies of the trust documents or Personal Representative documentation submitted to the County.
- Name change: Legal name changes require legal documentation with both names.
Processing of Claims
- Verified claims will be paid by check and mailed to your current address within 4 to 6 weeks.
- If warrant was not received within 8 weeks, claimants are instructed to email the Treasurer’s office at treasurer@co.richland.wi.us.
