Real Property Lister
The Real Property Lister prepares and maintains accurate ownership records for all property in Richland County. This includes owner information, addresses and property information such as property address, legal description, number of acres, parcel numbers, school and vocational school districts, special purpose districts and other information.
The Real Property Lister is also responsible for:
- Reading documents of land transfers and updates the computer database accordingly
- Processing all transfer return information
- Providing computer services related to assessment and taxation for Assessors, Clerks and Treasurers for all Municipalities in Richland County
- Collecting information all year from Assessors, Register of Deeds, WI Department of Revenue, WI DNR, Municipal Clerks and Treasurers, and Property Owners to provide a current and accurate database of all parcels of real property in Richland County
Tax Bills
Richland County works diligently to maintain accurate and current records within our real estate property system. Please review the following critical updates regarding property transfers and upcoming tax bills:
- Record Cutoff Date: System records accurately reflect all transferred property recorded on or before October 15, with the exception of certain split parcels.
- Upcoming Tax Bills: Property conveyances recorded after October 15 will not be reflected in the current system update or on the upcoming tax bills.
- Ownership Status: If you bought or sold property after October 15, the tax software and tax bill will remain under the name of the owner of record as of October 15.
- Tax Proration Questions: Richland County staff cannot advise on tax splits between buyers and sellers. Please contact the title company or attorney who handled your transaction to resolve tax proration inquiries.
Policy Notice: Delayed Processing for Parcel Splits
The townships listed below follow a specific timeline for processing parcel splits. If a parcel split occurs during the current calendar year, the change will not take effect on the tax roll until the following assessment year. Here is an example: if a parcel is conveyed to be split in 2026 and is located in one of the listed municipalities below, the parcel will not be split and assessed as separate parcel(s) until the 2027 tax roll.
Please note the following impacts of this policy:
- Tax Bill Records: The split will not appear within in the same year on tax bills until the next tax roll.
- Tax System Updates: The tax software system will not reflect the separate parcels until the next tax roll.
- Current Status: The property will remain under its original parcel structure for the duration of the current tax cycle.
